Your minute of 14 September. I have discussed with Mr Elliott We agree that the requirement is most likely to arise in Hong Kong Department. It is not possible to predict exactly how much use we would make of it but since activity is likely to intensify from the end of September on, I would think that two secure conversations per week would not be unusual.
2. I therefore suggest that the
terminal should be kept
in my office. I agree that we should be able to get Peking to initiate calls without too much difficulty.
