(10) At present there is an outstanding commitment (or

overhang) of about $25 billion in respect of capital works projects in hand these existing projects would dontinue. Some major new projects, such as the

development of more new towns, would need to be shelved

or re-examined.

(11) Operating efficiency and labour productivity would

decline because workers would only have old and out-of- date machines to use (effect of no new investment and reinvestment in Hong Kong) and because people with inadequate managerial and professional skills and experience would take over the running of factories and businesses (effect of brain drain).
