1. You asked for advice as to how to reply to Mr Reichert's letter of 5 September.

2. I suggest that Mr Kydd reply on the Prime Minister's behalf in terms of the attached draft. There is nothing special, to the best of our knowledge, about Mr Reichert. We get a lot of similar letters from Hong Kong to which we reply on pretty standard lines.
