Ministers have discussed the question of confidentiality and your minute under reference notes the latest view. In fact the Americans have been fairly fully briefed. We know nevertheless that the American Consul General in Hong Kong believes that he should have been told more.

The Governor is fully alive to the importance of bringing on Hong Kong Chinese both on the official and unofficial side. He has given us considerable details of his plans. I am submitting separately on this.
