I attach a brief for this call, at which I shall be present.
Lord Rhodes will be accompanied by Lady Llewellyn Davies and
Ms Frances Wood of the British Museum. Mr Roger Sims MP and
Mr Bill Benyon MP will also attend. We understand that they will accompany Lord Rhodes to China in October instead of
Mr Goodlad and Mr Renton.
3. I shall brief Lord Rhodes generally on Hong Kong's future before his call on Lady Young. I recommend that Lady Young
give Lord Rhodes a general account of how the Sino-British
talks are going and stress to him the importance of saying or doing nothing which could damage confidence in Hong Kong
whilst he is in China. However, if the Chinese press him on the
subject, there are some helpful points which he could try to
get across to them. These are contained in the attached brief.
4. Lady Young has asked whether there is any matter unrelated
to Hong Kong in which we could enlist Lord Rhodes' assistance. After consulting FED I have included an appropriate 'Point to Make' about the development of China's South West Energy
Resources.
