Please see Mr Clift's minute of 26 August to Sir Ian Sinclair and the latter's reply of 31 August.

2. We should be grateful if you could take up the proposal in para 4 of Sir Ian Sinclair's minute so that the Legal Advisers can look at the position more carefully and in greater detail. In addition to Hong Kong's position in ICAO, its future relationship with GATT, the European Community and with the MFA are particularly important. We may also need to look carefully at its status vis-à-vis the UN and its agencies. Perhaps we could have a word about all this?
