Asian-Pacific Postal Union. We feel that this should primarily meet Chinese and also Japanese and Thai concerns

over Hong Kong's admission.

I should be grateful if you would consider this in consultation as necessary with members of the Executive Council, and let me know if it would be acceptable for a representative of the Hong Kong Postal Administration to

attend the Port Moresby meeting in September in anticipation of a formal decision on its admission by the

next Executive Council.
