Many thanks for your letter of 17 January enclosing copies of the exchange of correspondence which I found
most useful.
I have acted on your second suggestion and prepared the attached draft letter to Mr J Roilo S Golez, Director of the APPU, in the hope that he can move things along. My letter capitalises on the apparently favourable consensus of the last EC as reported by New Zealand and seeks the Central Office's help in any bending of the rules that may be necessary to get Hong Kong accredited as an observer delegation. I have not mentioned the attendance of Hong Kong at other international meetings because I am not sure that this would help their case in the long run, but you may think it worth making this point.
I should certainly welcome your comments on the draft and would be grateful if you would clear the line with Mr. Smith in your Hong Kong and General Department. I do not propose to seek wider clearance before despatch, mainly
save time, unless you think this advisable.
