The Ambassador wrote to you on 14 June about
the application for the Principality of Andorra to be
admitted as a member of the International
Telecommunication
Union. As you know, the United
Kingdom's approval of the application was conditioned
by the particular circumstances of the application,
the terms of the ITU Convention and the special
relevance of telecommunications to Andorra. During

the Administrative Council meeting the UK's Councillor,
Mr Martin, approached the ITU Secretariat for an
interpretation of Article 1.1.C of the International
Telecommunication
Convention Malaga

as to the meaning of "sovereign country". The
Secretariat was unable to respond to that approach.
We consider that it would greatly assist Member
States of the ITU in the event of future applications
by non-members of the UN, under Article 1.1.C, if the
Secretariat could give an opinion on the meaning of
"sovereign country" under the provision of the Conventio
