was certainly the case at a recent meeting of the Executive Committee of the programme of the UN High Commissioner for Refugees (UNHCR). As explained in para 3 of FCO tel no 697 of 26 July to Hong Kong (copy attached), Hong Kong is within GATT as a result of its connection with the UK. I also attach copies of some minutes and correspondence concerning Hong Kong representation in the Asian-Pacific Postal Union and some other organisations, and Andorra's application to join the ITU, which seemed to me of possible interest to the Legal Advisers in considering the questions raised.
