FUTURE OF HONG KONG: PRECEDENTS FOR A DIVISION OF SOVEREIGNTY AND ADMINISTRATION

Before Mr Davies' departure on leave, Dick Clift undertook to let one of you have, as soon as possible, a copy of the paper on this subject which we were submitting to the Secretary of State. This is enclosed with the background papers to which it refers. Because the exercise proved to be somewhat protracted, we were able to submit only on 7 September.

You will see that although the list of precedents is comprehensive (it includes inter alia the examples listed in the attachment to Mr Davies' letter of 4 July), we have concluded that it is of only marginal practical value. The Secretary of State agrees with this. He has additionally commented that whilst no case or precedent is worth citing to the Chinese, some features of specific cases (eg the Panama Canal Zone, the Anglo-Egyptian Condominium over the Sudan and the Kenya Coastal Strip?) may be of use to us.

3. We have commented separately on Andorra. (see Dick Clift's letter of 26 August to Tony Galsworthy, copied to Richard Margolis) and are now asking Research Department for additional information about Puerto Rico.
