HONG KONG: ARTICLES IN 'CHINA QUARTERLY', SEPTEMBER 1983

1. You asked for our views on the two articles attached:

(a)

Anthony Dicks on 'Treaty, Grant, Usage or Sufferance? Some Legal Aspects of the Status of Hong Kong' and;

(b) Lucian W Pye on 'The International Position of Hong Kong.'

2. Mr Burrows's comments on (a) and Mr Walker's on (b) are attached. On this basis I think it would be worth the Secretary of State's while to read the first, but not the second. Mr Dicks' coverage of his subject is substantially more. authoritative than Professor Pye's. Although there are some points, both of detail and interpretation, on which Mr Burrows' views differ from Mr Dicks, he considers that the article is generally useful and informative. This is less true of Professor Pye's article which, as Mr Walker indicates, is in many respects wide of the mark.
