MR LUCE'S TRAVEL PROGRAMME: DISARMAMENT

1. You asked for comments on the outline programme in your minute of 13 July. The following also reflect the views of UN, North American and NENA Departments (where relevant).

The ideal time for Mr Luce's visit to the United Nations General Assembly would be around 24-26 October, during "UN Disarmament Week", when the First Committee, devoted to disarmament issues, will be having its general debate. This should be possible to arrange unless there is some change in the Committee's present schedule.

3.

A two-day stay in New York would allow scope for talks with UN officials concerned with the Middle East, particularly Mr Brian Urquhart on the peacekeeping side, whom the Minister met in London recently. We should ask UKMis New York for advice about this, and any bilateral meetings. At the same time we could ask Washington about the possibility of discussions with the US Administration, bearing in mind the heavy programme of Ministerial visits referred to in Washington Telegram No 2004. A draft telegram is attached.

4.

As for visits to negotiations in Europe (Mr Weston's minute of 18 July), the Minister has agreed to consider attending the Committee on Disarmament in Geneva during its next seesion which starts in February.
