1. I submit a draft reply to Mr Stallabrass' letter of 31 August, with which he enclosed a copy of the policy paper on the future of Hong Kong prepared by the Monday Club's Foreign Affairs Policy Committee.

I am afraid that information about this Committee (and indeed about Mr Stallabrass) is rather thin on the ground. Neither Parliamentary Unit, the Public Information Office at the House nor the Monday Club itself could provide me with any useful information. I have tried several times, without success to phone Mr Stallabrass. All I can gather is that he is not an MP.
