1. I share your belief that Xu must have deliberately planned his visit to the Walled City, particularly as the 1898 Lease made explicit reference to Chinese jurisdiction there.

I think Mr Margolis may be right in thinking that the visit to the Walled City is the first of a number of propaganda moves of this kind.
