1. Mr Luce has now seen your minute of 19 August. He has commented on the following lines:

a) he agrees that Mr Goodlad should not go especially as he is a member of the Government. Mr Luce will speak to him from the office next Tuesday, 30 August;

b) we cannot prevent Lord Rhodes from going to China, but he must be persuaded from producing new solutions. Mr Luce will speak to Lord Rhodes himself but nearer the time. I would be grateful if your Department would therefore bring these papers to Mr Luce's attention at an appropriate time;

c) Mr Luce is also concerned that Lord Phodes is giving a totally misleading picture of the Minister's 'backing' for his visit.
