Proposed Visit to China by Lord Rhodes: October 1983

I attach a copy of a self-explanatory letter to the Secretary of State from Mr Alastair Goodlad, asking for the Secretary of State's permission to go to China with Lord Rhodes and mentioning that he has suggested that Mr Tim Renton, who is the Secretary of State's PPS, should also go.

I have seen a copy of your submission of 19 August to PS/Mr Luce suggesting that Mr Luce should speak to both Lord Rhodes and Mr Goodlad. You may wish to consider whether it might not be better to wait for the Secretary of State's return. The involvement of Mr Renton would of course be likely to fuel Chinese suspicions that the visit, and Lord Rhodes' ideas about the future of Hong Kong, had some official backing.
