AGENDA

1. State of play after the talks on 2/3 August. Developments since, including the Chargé's exchange in mid-August with . Zhou Nan.

''Reappraisal of Strategy'' paper and annexes submitted on 24 August.

3. Meetings with the Secretary of State on 1 and 5 September, and with the Prime Minister at 4.00 pm on 5 September. Need for decisions to be made giving our negotiators greater flexibility.

4. Need to consult EXCO before any change in our position. Line for the Governor to take back to EXCO.

5. Line needed for Ambassador to take with the Chinese on 22/23 September. Likely outcome of that session.

6. Mr Luce's visit to Hong Kong. Lines with UMELCO, and with the press (on arrival and on departure).

7. Mr Colvin's visit to Hong Kong (18 - 23 September).

8. Lord Rhodes' visit to Hong Kong and China (October).
