Many of the precedents listed in the enclosure to your - letter of 4 July have been included in the paper for the

Secretary of State to which I referred in paragraph 1 of my teleletter of 11 July. This paper is long and we are now summarising its main conclusions, We shall send you as soon as possible by bag, a copy of both the paper and our summary.

By and large, the conclusion to be drawn from our research is that whilst there are many examples both past and present of divided sovereignty/administration, some of which have very rough parallels with Hong Kong as it exists today, it would probably not be helpful (and in some cases would clearly be counter-productive) to use them as models in our talks with the Chinese.
