The Secretary of State has seen your minúte of 7 July and Mr Thomson's subsequent minute of 8 July about Macao. He was very grateful for this background and interested in adached the various arrangements which the Chinese have provided

for different parts of the country. He has commented that (ii)b and (ii)c, whatever their limitations, at least show that the Chinese have a theoretical capacity to design ad hoc solutions to particular problems. He believes that this may prove significant at a later stage in the negotiations.
