Mr Luce wished to see a paper on this as soon as possible. The attached note takes account of his and the Secretary of State's discussions with the Governor of Hong Kong. It has not, however been fully cleared in the Office and I would like to include the views of FED, Planning Staff and Research Department before it is sent to the Governor.
