Deng's difficulties with the armed forces reflect their very special position within the Chinese communist system: the armed forces have their own Party structure which is separate from the civilian Party structure; this provides military leaders with their own power-base over which it is difficult for the civilian party leaders to exercise control. In an article published on 26 July which included numerous references to admonitions by Deng, the Director of the armed forces General Political Department, Yu Qiuli called for a ''shake up'' in the military field. Evidently Deng and his followers are now making a new effort to bring the armed forces more closely under their control, but this seems unlikely to be much more successful than previous attempts.
