Third World, with support expressed for numerous liberation

movements.

26. As far as the West was concerned, Zhao stated that relations

with the USA had made some progress but had not realised their

full potential. The Taiwan Relations Act and the USA's continued

arms sales to Taiwan contravened the communiques signed by the

two countries.

The only way for Sino-US relations to improve

was for the USA strictly to observe the terms of the communiques.

China set store by its relations with the USA but was not

prepared to tolerate infringement of sovereignty or interference

in her internal affairs. In a more friendly vein, Zhao announced

that China would expand and strengthen relations with Western

European countries. She supported their efforts to strengthen

their unity and appreciated the positive international role

they had played.

27. On Sino-Soviet relations, Zhao stated that it was in both

the Chinese and Soviet interest to work for normalisation. A

prerequisite for normalisation was however for the Soviet side

to remove "the real threat to China's security". Zhao also

called for complete and immediate Soviet and Vietnamese troop

withdrawals from Afghanistan and Cambodia.
