New Territories a special territory under a
local administration which ensures, inter alia,
the following:-
(a)
An independent judiciary.
(b) Freedom of travel and return.
(c)
No financial restrictions on Hong Kong and
foreign investors being free to make
investments.
(d)
Maintainence of an independent Hong Kong
dollar.
(e)
The people of Hong Kong and also
foreigners can continue to hold landed
properties. The administration only being
able to take back by compulsory
acquisition on giving proper compensation.
(f) The rate of taxation to be within present
standards.
(g) Preservation of the present civic
liberties, like freedom of speech,
assembly, religion, etc.
Stage 2 will then be discussions as to what the
form the local administration is to take.
