THE FUTURE OF HONG KONG: 'ACCEPTABILITY' OF ANY PROPOSALS TO THE INHABITANTS OF HONG KONG

1. You asked in your minute of 16 June for a paper setting out the practical implications of the 'acceptability' phrase and a line for possible use in Parliament on this subject. Since then the Secretary of State and the PUS have also shown interest.

2. We are preparing a paper on this but before submitting it we should like to take advantage of the Governor's visit (16 July) to discuss the question with him. We shall then put up our paper next week.
