POSSIBLE QUESTIONS ON 'ACCEPTABILITY'
1. What do you mean by acceptability?
2. How wide would consultation go?
3. Why are those bodies that are being consulted appointed rather than elected? Why are there not full democratic elections? How can it be shown that non-elected members of EXCO/LEGCO 'represent' Hong Kong?
4. Will the package be put to a referendum? If not, why not?
(If there are divided opinions.) Whose opinion counts? What is a test of acceptability in these circumstances?

6. Ought not the scope of consultation be widened to include the elected bodies?
Would we give the right veto to (a) EXCO, (b) the people of Hong Kong?
