of all and perhaps most important
if our two
governments could agree defined arrangements about the future
administration and control of Hong Kong, and I was satisfied
that they would work, that they would command confidence,
and that they were acceptable to the people of Hong Kong, and
if I could justify them to the British Parliament, there would
then be a new situation in which I could consider the question of sovereignty.
