1. On 23 June you circulated a revised version of this useful paper. Since then there have been a number of
reports about the gap left by Liao Cheng Zhi, likely succesors to him and one or two changes in the hierarchy of those senior Chinese figures dealing with Hong Kong affairs. We have also of course had a chance to see who has been taking part in the Chinese delegation at the second phase of talks and how the new faces at the NCNA in Hong Kong are settling in.

We should like in the next week or two to submit to Ministers a copy of your paper with a short covering note summarising the main bodies involved and listing the principle Chinese responsible as they now stand. I should be grateful if you could provide us with a draft, if possibly by 1 September.
