Thank you for your letter of 13 June about conversation with David Wilson. specifically mentioned to us the points in the paper which he gave to David Wilson. But he did telephone Richard Margolis just before his departure for Peking to attend LIAO Chengzhi's funeral to say that a misunderstanding had arisen in his conversation with David. He had received a letter from David indicating that the latter thought he had said that the PLA would be stationed in Hong Kong. fact he had said, or had meant to say, that the PLA would not be stationed in Hong Kong. So much for that.

I do not propose to pass the information on to ExCo. The points are all, or nearly all, ones which have already emerged in LIAO's various meetings with Hong Kong visitors, and ExCo are already familiar with them.

In any case, LIAO Chengzhi is no longer an actor on the scene.
