Ministers' interest in Hong Kong. Secretary of State's involvement but visit in autumn now probably slipping into New Year. Visit by Mr Luce (probably early September).
Strategy for Talks
3. Follow up to Secretary of State's meeting. Likely pace of talks. Sub-committees. Handle with care. Agree with Governor should not make sub-committees main negotiating forum but wrong to oppose if Chinese want. Should be able to use for our purposes. Composition and terms of reference would need careful study in each case. Need for participation from London and FCO involvement in drafting of papers.

Visit of Young Professionals and other visits in both directions
5.

Contingency Planning

Realise
