1. I enclose a copy of a telegram, Passed to us by the American Embassy, from their Consul-General in Shanghai about Li Chuwen, who will shortly be joining the staff of NCNA Hong Kong (your telno 680 to FCO). The Americans have asked us to treat this with discretion, so I would be grateful if you and Warwick Morris could restrict its circulation to those who really need to see it. As you will see it contains some useful and fascinating biographical material about Li. Such contact as this Embassy has had with Li bears out the assessment in the last paragraph.
