He seemed to imply, without saying so in so many words, that he hoped that by that time the inhabitants of Hong Kong would be able to administer Hong Kong and he did not seem to rule out a British presence there either. I mentioned the all important ingredient of confidence where the private enterprise system was concerned. Zhang Wenjin said that the Chinese recognised that confidence was a most important factor amd that they themselves did not wish to do anything to undermine it. He mentioned the importance of communication and commerce across the borders between Hong Kong and the rest of China and to the need for people to get to understand each other's problems better. More than once he
referred to the "management" of Hong Kong affairs. We agreed at the end that both sides had time and the necessary patience to find a mutually acceptable solution to the problem.
