3(c) 18 October 1971 to Malcolm MacDonald: Zhou speculated that the

4 British Government's contention that the status of Taiwan was

5 undetermined might reflect a fear that acknowledgment of Chinese

6 sovereignty over Taiwan could have an effect on the standing of

7 Hong Kong. Zhou said there was no parallel between Taiwan and

8 Hong Kong; China had no intention of seeking to get Hong Kong back

9 until the expiry of the New Territories lease.

10 (d) 1 November 1972 to Sir Alec Douglas-Home (then Foreign and

11 Commonwealth Secretary): Zhou said that the question of Hong Kong

12 would be settled by negotiations and China would take no "surprise

13 action" with respect to Hong Kong. Zhou also repeated the request 14 for the appointment of a Chinese Government representative, adding

15 that he appreciated British anxieties over the proposal and that

16 it was

not the Chinese intention to establish a 'dual regime'.

It seems to me possible that your informant has in mind one or

18

more past statements by Zhou to the effect that Hong Kong should 19 continue on present lines with a resident Chinese Government

20 representative. It seems unlikely however that he would have

21 knowledge of proposals put to official British representatives.

23 to elicit from your informant.
