The death was announced on 10 June of Liao Chenzhi, who, for a considerable number of years right up to the time of his death, had been one of the key Chinese officials dealing with Hong Kong and Overseas Chinese affairs.

I attach a draft letter to No. 10 commenting on Liao's death and its possible implications. FED and Research Department agree.
