PROVISION OF INFORMATION TO UNOFFICIAL MEMBERS OF EXCO

When I saw EXCO Unofficials in Hong Kong on 25 May they expressed a keen interest in obtaining more information, both on our assessment of the Chinese position and by way of background. The first request has I think been successfully deflected so that the Governor will remain the channel of information. obviously be quite wrong if EXCO were to receive assessments directly from the FCO or even through the Political Adviser. However, interest was expressed specifically in getting information about Chinese leading personalities involved in the future question. Mr T S Lo was particularly keen on this. He asked whether any personal information, whether classified or unclassified, could be made available to EXCO members.

I said we would look at this. I afterwards discussed it with the Governor whose view was that there would be advantage in providing material in order to help his own relations with EXCO.

I should be grateful if you would discuss with FED and Research Department to see what might be done. There are a number of digests of Chinese personalities, including our own personalities report. Could we let them have extracts from that? When you have examined the possibilities I should like to write to the Political Adviser about this.
