U/C BACKGROUND NOTE ON HONG KONG'S FUTURE

1. The unclassified background note which we have been using since September to hand out to, eg MPs, trade unionists, officials in other Whitehall Departments and other interested parties is looking rather dated now.

I attach a revised version which, if you agree, can be put to similar use.

I also attach some short Defensive Points, very much on the lines of ones already used, which we can turn to automatically for such routine occasions as the PUS's annual talks with the Ruritarian PUS, or Lord Belstead's biennial talks with the Oblivion Minister of State.

The less rewriting we have to do the better, though naturally I shall keep both pieces of paper under review.
