As you know, following the Prime Minister's visit to
Peking last September we have been talking to the Chinese
about the future of Hong Kong. It occurred to me that it
might be useful if I were to bring you up-to-date on these
contacts, on Privy Councillor terms. I am making the same
offer to David Steel (as well as Denis Healey) and it might
make sense if I were to see you and David together.
If you would find this useful, perhaps your office could be in touch with
mine to fix a time. We might meet for a few minutes in my room
at the House one day soon.
