Lord Belstead has seen your Minute of 6 May. He is very pleased to hear what the Governor intends. He thinks it a pity that the Governor cannot put into effect any new initiatives on elections because the Hong Kong Chinese who are appointed into Government will be seen as selected by the British. However, Lord Belstead accepts that this is too sensitive with the PRC at this moment and that nothing more can be done.
