Lord Belstead may be interested to know that according to Dr Paul Chen, Lecturer in Chinese and Japanese Law at the School of Oriental and Africa Studies, Lord St John of Bletso, a student of Dr Chen's, is currently writing a thesis on 'Hong Kong as a Legal Issue'.

According to 'Who's Who' Lord St John (born 1957) was educated in South Africa and studied law at Capetown University. His entry suggested that he still spends much of his time there.

So far as we know, Lord St John has not approached the FCO, but it is possible that he may be in touch with Lord Belstead. It would be interesting if we could see a copy of his thesis in due course.
