I agreed with Chinese leaders in Peking last September that we should enter into talks on the future of Hong Kong through diplomatic channels with the common aim of maintaining stability and prosperity of Hong Kong.

Talks have been taking place since then in Peking. Their content is confidential. It would not obviously be helpful to
negotiate through the press by making public statements. For us
it is the talks that count.

No timetable has been set for the talks.
CONSULTATION WITH THE PEOPLE OF HONG KONG

HMG's commitment to the people of Hong Kong has been made
clear on several occasions. Plenty of opportunity for views and public opinion in Hong Kong to be passed upwards to the Governor. He has been consulted throughout and will participate
in the talks as and when necessary. He briefed the Executive
Council regularly and seeks their advice.
TREATIES GOVERNING HONG KONG

Lease of New Territories (92% of total land area) is due
to expire in 1997. Situation cannot be ignored and problem must
be dealt with if confidence is to be maintained.
6.
HMG's and Chinese Government's positions on sovereignty
have been clearly stated. Given our agreed common aim I believe that an arrangement can be worked out which will be acceptable to both Governments and to the people of Hong Kong.
