Following agreement by the Prime Minister, the Secretary of State briefed a group of Conservative Backbenchers on 30 March. A list of those he saw and a copy of the brief which we provided are attached.

The group seemed generally content with the briefing and raised no points of difficulty. Since then I have briefed Hal Miller in similar terms (FCO telno 221 to Peking).

The next step is a briefing for Mr Healey, Mr Steel and Dr Owen. We shall let you know what transpires in due course.
