I attach a copy of a minute by Ken Topley, recording a conversation with Anthony Dicks. I will have a word with Dicks myself when I next see him, but there are two points which you may think worth looking into.

The first is the reference to an issue of the China Quarterly to be devoted to Hong Kong. Perhaps someone could have a word with Brian Hook about this, with a view to getting advance warning if any particu- larly interesting or sensitive articles are likely to be included (I am not sure that Dicks' article, as outlined by Ken Topley, falls into either category).

The other point of interest is the lecture at SOAS by a "Chinese legal specialist".

Did anyone from the Office attend this lecture? If not, perhaps Ken Walker could make a few enquiries.
