Fujian, develops rapidly with the assistance of the special economic zones until it becomes a dynamic arca capable of continuing growth indefinitely and possessing skills and know-how. This replaces Hong Kong in its present role which becomes no longer necessary as an independent assistant to China and is taken. Hong Kong is in any case an integrated part of this ceonomically developed arca in the south and has grown closer and is less symbiotic than conjunct.

The third group of situations consists of changes that may occur in the international socialist world.

17. The Sneering Bear

The U.S.S.R. repeatedly torments China in order to gain political advantage, using Hong Kong as a blatant example of China dealing with colonialists on its own territory, as well as perhaps indicating that China sought friendship with the number one nation taking the capitalist road (the U.S.) and supporting military dictator- ships and semi-facist regimes in South America and elsewhere. Such a campaign would damage China's image both within and outside the socialist world and force China to take Hong Kong in order to demonstrate ideological and political respectability.

18. Socialist Leadership (Bilateral)

China wishes to take over clear leadership of the socialist world from the U.S.S.R. This might be combined with a movement initiated by China to heal breaches and get one united socialist world, a sort of socialist ecumenical movement. In this event, China must be seen to be whiter than snow and takes Hong Kong in order to demonstrate ideological purity. It may also help in that the U.S.S.R. could be presented as an imperialist country as well as a colonizer of certain Eastern European countries.

19. Socialist Leadership (Trilateral)

A third country arises within the socialist firmament and presents a challenge to both the U.S.S.R. and China for the leadership of the socialist world. China's response is to take Hong Kong in order to show ideological soundness.

The fourth and final group of situations consists of changes that may occur within the non-socialist world.
