CONCLUSIONS
In sum, the United States has a sizable mission in Guangzhou tasked with important functions but faced with severe operational difficulties. In followup discussions at the State Department we learned that. budg etary constraints and administrative priorities have also impeded resolution of the many problems there. The Inspector General's office has studied the situation recently and made several recommendations. which are under review, including interim security improvements at the hotel.
Alternatives to new construction, such as the leasing of space in a nearly completed office building, are under consideration. Regardless of what methods are used to resolve these problems, the committee should follow the situation closely as the Guangzhou Consulate Gen- eral provides an excellent test case for the efficacy of the Foreign Missions Act.
