SUBJECT:

The Chinese Ambassador, Mr Ke Hua, has recently told

us that he will terminate his appointment in London

at the end of February or early in March, after a posting

of just over four years. There have been some reports

that he may be posted to Hong Kong as Director of the

local branch of the New China News Agency (and thus

unofficial Chinese representative). The Chinese

Government have requested The Queen's agrément that

Mr Chen Zhaoyuan be received as Mr Ke's successor.

I attach a short biographical note on Mr Chen. As

you will see he has had a distinguished diplomatic

career and has served as Chinese Ambassador in Burma,

Spain and India. We have no information about Mr Chen's

personality. He is not known personally to either [the

Ambassador at Peking or the High Commission at New Delhi,

but neither knows of any reason why agrément should not

be granted.

Mr Pym regards Mr Chen as a suitable appointment and
