the 2 year restriction is made an exception rather than
as at present the normal practice, ie, public officers
should normally be granted permission to take outside
employment unless there are exceptional circumstances, in
which case permission may be withheld for a period not normally exceeding 2 years;
the new practice is applied to all (local and overseas) retired officers (other than Governors) irrespective of
rank.
We have asked Hong Kong, before the despatch's issue, for
their views on whether officers of Secretary level or above
should conform to the Home Civil Service and Diplomatic Service Copy attached rule that for Permanent Secretary and officers of equivalent

rank a minimum of 3 months should elapse between leaving the service and taking up an outside appointment. We suggested the
Governor be briefed on the matter.
