LETTER FROM MR ROBERT ADLEY MP HONG KONG

PROBLEM

1.

To reply to a letter to Lord Belstead from Mr Robert

Adley MP of 18 January about the future of Hong Kong and

UK/China relations.

RECOMMENDATION

2. I recommend that Lord Belstead reply on the lines of

the attached draft. FED concur.

BACKGROUND

3. Mr Adley wrote to Mr Pym on 13 December 1982 to let him

know that he had been re-elected Chairman of the British/

Chinese Parliamentary Group. He also expressed concern about

#

the effect of the discussions about Hong Kong's future on

UK/China relations. Lord Belstead replied on 30 December 1982

to the effect that it would be wrong to place a higher premium

on good UK/China relations than on our moral responsibility

for the people of Hong Kong. It is to this point that

Mr Adley returns in his most recent letter.

Mr Adley made the same point about the importance of

good UK/China relations in a supplementary question on the

discussions in Peking on the future of Hong Kong in the House

of Commons on 22 December 1982.
