Your letter HKK040/1 of 5 January will have crossed with Richard Margolis's letter TSX 2/82 of 7 January enclosing some minutes giving details of Professor Lin's background. The conclusion I draw from all this is that Lin is probably in the pockets of the Chinese. He would be unreliable as an intermediary and would be of no use as a vehicle for educating the Chinese about Hong Kong. That does not mean that we should not listen carefully to anything he has to say should he get in touch. But

think he should be kept away from Ministers if he turns up in London.
