Apart from the programme for the visit of the Governor there are two main points:

Possible visit by the Ambassador: We have submitted recommending that Sir P Cradock should seek an interview with Yao Guang, Vice Minister for Foreign Affairs. If he gets a definite reaction from the Chinese on their position on the future, he should then come to London. If he gets only a vague reply he should not. If the Prime Minister agrees, with this advice we will need to send a telegram to Peking and Hong Kong.
Sir S Y Chung's letter of 10 December 1982 to Lord Belstea We have submitted to Lord Belstead recommending that he does agree to the strengthening of the third paragraph of the letter on the lines suggested by the Governor. A draft telegram was attached to the submission and presumably Lord Belstead's office will send this if he agrees.
However it will also be necessary to produce an amended typewritten version to be signed by Lord Belste and sent in the next bag (I attach the old version duly annotated).
