Future of Hong Kong: Briefing and Opposition

The Secretary of State raised orally with the Prime Minister the possibility of briefing Opposition leaders, on Privy Council terms, about Hong Kong. The Prime Minister raised no objection to this, although she stressed the need for care (Mr Coles will be recording this separately). I would now be grateful for a very brief note on what the Secretary of State should say. He will not be able to do this before Parliament resumes on 17 January. Thereafter he would plan to see Mr Healey, Dr Owen and Mr Steel.
